SERVICES
In terms of Section 19 of the Manpower Planning and Development Act [28:02] of 1996 (Amended 2020). The functions of the Council are:
a) On its own initiative or at the request of the Minister, to investigate and make recommendations to the Minister on any matter affecting national manpower development and training; and
b) To perform any other function assigned to the Council by or in terms of the Act
NAMACO plays a pivotal role in workforce development through occupational profiling, a critical function that ensures alignment between industry needs and workforce capabilities. Using the DACUM (Developing A Curriculum) method, NAMACO facilitates a structured job analysis process. This involves engaging stakeholders in a three-to-four day workshop to identify the duties, tasks, required knowledge, skills, traits, and tools associated with specific occupations. The result of this process is an occupational profile, a detailed job analysis chart that guides the development of industry-relevant curricula and informs trade designation processes. Recognizing the rapid pace of industrial and technological change, NAMACO ensures that occupational profiling is a continuous process, keeping job profiles updated and responsive to the evolving demands of the workforce.

Manpower Development Schemes

This proactive approach helps mitigate disruptions and promotes a smooth transition to modernized work environments.
Certification and Standardization of Training Programs

NAMACO oversees the development and implementation of certification standards that ensure consistency and excellence in skilled worker training programs. Providing Conditions and Requirements for Establishing and Operating Teachers’ Colleges or TVET Institutions
One of NAMACO’s key functions is to set and provide conditions and requirements for establishing and operating teacher colleges and TVET institutions in Zimbabwe. This ensures that these institutions adhere to national standards, promoting quality education and training in line with the country’s workforce needs. By defining clear guidelines, NAMACO helps institutions meet the necessary criteria for effective operation and alignment with national development goals. This role supports the growth of a skilled and competent workforce across various sectors of the economy.
Setting Standards for Facilities in Apprenticeship and Skilled Worker Training
Setting standards for facilities in apprenticeship and skilled worker training involves ensuring that training environments are well-equipped and conducive to effective learning. As NAMACO we define benchmarks for infrastructure, tools, and resources to meet industry standards and best practices. We also conduct regular reviews and updates of these standards to ensure they align with technological advancements and industry changes. Such standards are crucial for creating a robust training framework that supports the development of skilled and competent professionals.

Selection of Persons for Government Training Institutions
The selection process for candidates wishing to train at government institutions is meticulously managed to ensure that only the most qualified and motivated individuals are chosen.
Levy Imposition.
To fund manpower development and training initiatives, NAMACO is involved in the imposition and collection of any levy. These funds are crucial for sustaining and expanding training programs, as well as for investing in new initiatives that address emerging industry needs.
Trade Designation for Compliance with the Manpower Planning and Development Act 1996 (Chapter 28:02) Ammended.
As a NAMACO function, trade designation involves officially categorizing and defining specific trades in accordance with regulatory requirements. This process ensures that each trade is recognized and classified accurately, facilitating proper training and certification. Regular updates to trade designations help align with industry standards and evolving practices. By establishing clear trade classifications, NAMACO supports effective workforce development and compliance with relevant legislation.
Promoting and Supporting Manpower Development Programs
NAMACO actively promotes and garners support for government-led manpower development programs. This includes organizing and facilitating conferences, workshops, and other platforms where industry stakeholders can collaborate and contribute to the national human capital development agenda. Through these efforts, NAMACO ensures that the country’s manpower development strategies are aligned with both national priorities and global trends.
Oversight of Professional Bodies
Section 31 of the Manpower Planning and Development Act [28:02] of 1996 (Amended 2020), which empowers the Minister of Higher and Tertiary Education, Innovation, Science, and Technology Development to ensure that professional bodies align their operations with Zimbabwe’s manpower needs. This cornerstone provision safeguards workforce development by mandating professional bodies to uphold standards that address the nation’s economic priorities and labour market demands.
